The City of Richmond Hill is undertaking a comprehensive City-wide zoning by-law review to develop one comprehensive and modern zoning by-law that implements the 2010 Official Plan and replaces multiple parent by-laws. To support the new zoning approach, GPA is preparing a number of technical discussion papers on topical issues including aging in place, secondary dwelling units, residential infill, community uses, short-term and shared accommodations, and automotive commercial uses. Each paper analyzes the City’s current legislative and policy context, assesses industry trends and existing by-laws, and reviews best practices. An in-depth examination of relevant approaches for Richmond Hill will help to establish a framework for performance standards and inform an implementation framework. GPA is also leading extensive consultation with City staff and community stakeholders.
